Judith Smith is a 1979 graduate of Lamar University where she received a Bachelor of Science Degree in Nursing. She has worked as a Registered Nurse for the City of Port Arthur Health Department for the last 33 years. Judith began working at the health department as a public health nurse working in the immunization and STD clinics. She became the Tuberculosis Nurse supervisor in 1993 and worked in the TB clinic until 2005. She served as the Assistant Director of Health from 2005 until 2013. In 2013, she was appointed to the position of Director of Health Services. She currently oversees the eleven divisions of the health department: Administration, Tuberculosis, Employee Health Services, Environmental and Consumer Health, Public Health Preparedness, Laboratory, WIC (Women, Infants, and Children) services, Vital Records, Nurse Family Partnership, Primary Health Care, and Adult Services (Sexually Transmitted Diseases).
Judith is a member of the Southeast Texas Black Nurses Association, the National Black Nurses Association, the Rotary Club of Port Arthur, and serves on the boards for the Port Arthur YMCA and the Julie Rogers Gift of Life.
