The Downtown Target Area Housing Plan creates a transformation vision for revitalization of the Downtown Target Area through reinvestment in housing, infrastructure, and economic development. The plan outlines the strategy plan for development of 30 to 60 new housing units over the next 3 - 6 years utilizing Port Arthur Economic Development Corporation (PAEDC) Section 4A Financing and City of Port Arthur Community Development Block Grant (CDBG) and Home Investment Partnership Fund (HOME) Entitlement Grants designed to leverage private investment.
