The Finance Department consists of the Accounting, Purchasing and Central Collections divisions and by City Charter is responsible for the administrations of all the City's financial affairs, including the receipt, disbursement and safe-keeping of the City funds.
Accounting
The Accounting Division develops, initiates and maintains the City accounting system and records in accordance with the Governmental Accounting Standards Board. Accounting is responsible for accounts payable and payroll functions. Accounting can be contacted at 409-983-8171.
Purchasing
The Purchasing Division is responsible for the procurement of supplies, materials, equipment and services at the lowest and best price. On purchases exceeding $50,000 advertisements for bids are placed and bid specifications provided to vendors, but such purchases require approval of the City Council. Purchasing is also responsible for delivery and collection of the City mail, the sale of scrap and disposal of assets.
Central Collections
Central Collections receives and deposits all incoming funds.
